CIR Union Residency

The Committee of Interns and Residents (CIR-SEIU) is the union representing residents and fellows at the University of Pennsylvania Health System across all departments and specialties, including Family Medicine.

Unionized residents and fellows negotiated a collective bargaining agreement in 2024, winning for themselves and their colleagues a significant pay increase as well as an additional $11,000 annual stipend for all PGYs. Starting on October 1, 2026, total compensation (including annual stipends) for residents and fellows will be:

PGY Level Annual Salary
PGY1 $89,638.18
PGY2 $92,639.91
PGY3 $96,608.45
PGY4 $101,390.74
PGY5 $104,463.38
PGY6 $108,394.78
PGY7 $111,083.62
PGY8 $113,316.63
PGY9 $117,253.66

The contract negotiated by unionized CIR residents and fellows at UPHS set a new national standard for unionized residency and fellowship programs, with some of the best pay and benefits anywhere in the country.

Under their union-negotiated contract at Penn, residents and fellows represented by CIR also receive:

  • Two pay increases per year
  • $500 annual meal stipends
  • Paid fatigue mitigation transportation for long/late shifts (up to $35 each way)
  • $1,000 minimum in education funding
  • 8 weeks paid parental leave
